Job Description
The Medical Record Technician - Release of Information position is responsible for releasing all authorized health information for non - patient care purposes.
Responsibilities
Prepares and releases authorized patient information according to department policies and procedures as well as State and Federal regulations.
1. Reviews all patient authorizations and subpoenas for validity for release of medical information. Returns invalid requests or requests with insufficient identifying information to the senders. Forward copies of requests to other departments, i.e., Patient Financial Services & Risk Management.
2. Represents the hospital at court or in depositions as custodian of the medical records.
3. Requests medical information from other institutions and notifies physicians and Risk Management of requests from attorneys and patients.
4. Certifies records for legal purposes and as requested.
5. Picks up and sorts all mail and gives to the appropriate employees.
6. Documents productivity statistics for each functioned performed and performs duties according to departmental productivity standards.
Utilizes information systems for medical information.
1. Enters all requests for medical information into computerized correspondence tracking system. Updates the status of requests in the computer.
2. Accesses hospital, departmental, and correspondence computers to retrieve patient names, medical record numbers, treatment dates, status of requests, etc.
Provide effective customer service
1. Communicate and interrelate positively and effectively with all customers: i.e. patients, residents, volunteers, families, visitors, physicians, and other hospital employees.
2. The rights of the patients are respected; each patient is recognized as an individual with unique and personal health needs. Considerate, respectful care focused on the patient's individual needs is provided.
3. Communication with and assistance to all customers is positive and effective at all times recognizing and managing age specific and psychological needs (neonatal, pediatric, adolescent, adult, and geriatric).
4. Customers who need directions and/or assistance are always approached promptly and offered appropriate directions or assistance.
5. Questions by all customers are answered in a courteous, friendly, and caring manner at all times.
6. Cooperative working relationships are established/maintained interdepartmentally and intradepartmentally.
7. Appropriate telephone etiquette is used at all times.

Qualifications
KNOWLEDGE AND SKILLS:

EDUCATION: Minimum High school graduate or equivalent required. Associate degree in Health Information Management preferred.
YEARS OF EXPERIENCE: Minimum 2 years experience in hospital setting preferred ( medical record experience preferred).
REQUIRED SKILLS AND KNOWLEDGE: Knowledge of HIPAA and government regulations regarding confidentiality and release of information preferred. Critical thinking and problem solving skills required. Ability to handle multiple tasks, priorities and deadlines. Knowledge of medical terminology. Knowledge of Microsoft Office applications ( Word, Excel, Outlook, PowerPoint) Analytical and organizational skill required. Effective communication and interpersonal skills required. Excellent customer service skills required, with the ability to deal with patients, families, attorneys, physicians, employees and other hospital staff with tact and diplomacy. Data entry skills, knowledge of PC and printer operations, use of copy machine and fax machine.
LICENSES & CERTIFICATIONS:
Certification as Registered Health Information Technician preferred.
