Director, Network Lab Services

Job Description

In collaboration with the Vice President & Chief Operating Officer and the Medical Director, the Laboratory Director assumes responsibility for the direction and supervision of all laboratory services delivered across the network. This includes the main campus, Liberty Campus, and all laboratory and anatomic pathology services at the main hospital, the ambulatory outpatient and surgery centers or in any other area of the network where laboratory and network services are provided.

Responsibilities

Operations/Administrative

Oversees and directs clinical laboratory operations, including, but not limited to assessment of current methods of operation and regulatory compliance, recommending, and implementing changes, policy and procedure review and updates, etc. as required to maintain and enhance operational performance.

Responsible for ensuring all federal and state rules and regulations are followed for the practice of laboratory medicine.

Manages multiple projects in a matrixed organizational structure with regional and program-wide implications.

Promotes effective working relations and works effectively as part of a department/unit team inter and intra-departmentally to facilitate the department's ability to meet its goals and objectives with positive impact.

Provides highest quality clinical services possible through distributive and decentralized laboratory services.

Partners with other leaders to resolve procedural difficulties, clarifying department responsibilities, objectives and resolving identified problems impacting care delivery or clinical outcomes.

Works in direct partnership with supply chain and finance to implementing methods and executing contracts that improve laboratory operations while driving greater financial efficiency.

Develops and implements clinical laboratory services as required to improve patient care, contain costs, and satisfy regulatory standards.

Monitors, updates, and supports revision/renewal of all laboratory professional services contracts, including anatomic pathology contracts, to ensure consistency, alignment, quality assurance and financial benefit.

Establishes and maintains effective communications within the department and with other network departments and key stakeholders. Develops relationships with professional affiliations, others, as is appropriate.

Quality

Develops and administer Quality Program in collaboration with the Medical Director including policies and procedures relating to the laboratory department and to its services throughout the Network.

Develops implements, monitors, and evaluates department specific performance and service standards; takes initiative to implement quality improvement efforts, assures all regulatory standards and other operation standards are adhered to and documented.

Engage in activities of the Network Quality and Performance Improvement Committee, the Blood and Tissue Committee and other relevant committees within the network to ensure high quality laboratory services are delivered, quality measured, and robust performance improvement processes are in place.

Ensures delivery of quality and safe laboratory services to inpatients, outpatients, and employees.

Responsible for ensuring the department meets and adheres to all applicable federal, state and CMS regulatory requirements and for ensuring that the department's success in any regulatory survey including but not limited to CLIA, CAP, Ohio Department of Health (ODH), Joint Commission, OSHA.

Responsible for maintaining collaborative relationships with medical staff and other clinical and support departments to ensure the smooth operation of Laboratory services.

Finances

Accurately develops annual budgets in accordance with TCHHN goals and objectives.

Consistently operates within department budgets/cost centers; consistently monitors productivity standards in response to volume changes; consistently demonstrates focus on cost management and cost reduction without compromising patient safety, quality of care of services delivered.

Develops, recommends, and coordinates capital equipment purchases with the VP & COO and Medical Director.

Demonstrates good planning in the replacement needs of aging equipment.

Monitor regulatory environment related to hospitals, laboratories and reimbursement (i.e. PAMA), Value Based Care and payor contracts. Implements operational changes as necessary in consultation with the Finance team to assure compliance with new regulations, reimbursement, and collections.

Strategic Planning

Coordinates the long-range planning activities of the department with the VP & Chief Operating Officer and the Medical Director.

Directs and coordinates the evaluation and implementation of rapid technological advances, such as, in automation and the information technology area, to support business process improvements.

Assesses the need for providing new or additional services to include levels of expected utilization, projected reimbursement programs, community involvement, Hospital activity, and Medical Staff utilization.

HR/Training/Development

Provide inspirational leadership and vision for the department.

Develops, manages, and evaluates direct reports; and oversees the development, management and evaluation of indirect reports.

Directly and indirectly selects, onboards, and assigns department staff.

Oversees the network's laboratory department education and training program for all laboratory team members.

Develops standards of performance and monitors and supervises staff; evaluates performance and initiates or makes recommendations for personnel actions such as salary increases, promotions, and corrective action planning.

Demonstrates a commitment to personal growth and development by participating in external activities related to professional goals.

Qualifications

EDUCATION:

  • Master of Science Degree in Medical Technology, Biology, or Chemistry.
  • MBA or other business-related degree and/or experience in high level fiscal management experience highly preferred.
  • Maintains current registration with the American Society for Clinical Pathology and/or equivalent accrediting agency.
  • Must have experience with regulatory and accreditation of laboratory operations, preferably CLIA, CAP, and AABB.
  • Preferred certification through ASCP, AMT, HEW, or other laboratory certifying agency.


YEARS OF EXPERIENCE:

  • A minimum of 7-10 years of laboratory experience in a high-volume hospital setting with progressive laboratory management/supervision required.
  • Experience with laboratory automation systems and electronic laboratory management systems (i.e. Beaker, McKesson etc.) as well as one (1) implementation of an electronic health record system.
  • Experience in hospital and reference laboratory operations


REQUIRED SKILLS AND KNOWLEDGE:

  • An advanced knowledge and experience using Kronos, Microsoft Office Suite including Excel, Access, Visio, Oracle, highly desirable.
  • The interpersonal skills necessary to interact with all levels of team members, leaders, and key stakeholders frequently in situations that are sensitive and/or significant to the network is expected.
  • The analytical skills necessary to design and evaluate the assigned task and to probe the basis for underlying assumptions, and the ability to work autonomously is necessary.
  • Highly effective communication skills.
  • Competent and knowledgeable in matters concerning current laws and regulations.
  • Experienced and skilled in contract negotiations. Strong problem-solving skills and critical thinking skills.
